Shenyang Institute was originally subordinated directly to Ministry of National Chemical Industry and was a key science research institute focusing on the research and development of fine chemical products. It was established on January 8, 1949 and was the earliest synthetic science research institute of chemical products.

Shenyang Institute is mainly involved in fine chemical products R&D, such as pesticide, dyestuff, intermediate, organic dyestuff and adjuvant, and the production of hi-tech products. It is the supporting institute of National Pesticide and Dyestuff Technology Development Center, National Dyestuff Engineering Research Center and National Pesticide Engineering Research Center; it is also the direct institute of National Pesticide and Dyestuff Quality Testing Center, National Safety Examination and Evaluation Center of New Medicines, Pesticide Safety Supervision and Testing center Former Ministry of Chemical Industry, Pesticide and Dyestuff Information Center and Pesticide and Dyestuff Standardization Project; it is the supporting institute of Pesticide and Dyestuff Professional Committee of China Chemical Industry Association; meanwhile, Shenyang Institute is also authorized to grant Master’s Degree in applied chemistry and can also the enterprise approved by Ministry of Personnel and National Post Doctorate Administration Committee for science research workshop of post doctorate. Currently, Shenyang Institute has 1081 employees at present, of which there are 543 professional engineers and technicians, 42 professors and senior engineers, and 121 qualified senior professionals.

During its development of more than 50 years since the establishment, Shenyang Institute has been developing constantly and received great achievements. By now, it has completed more than 2300 scientific and technological projects, 1700 of which have been put into practice. In the meantime, it has been awarded 270 prizes since 1977, among which 47 awards are national top grade honor. There are 88 patent technologies and two of them are PCT patent. During the “6^th Five Year Plan” to “10^th Five Year Plan”, Shenyang institute has accomplished 120 national key scientific and technological projects and taken charge of 13 state key projects during the “11^th Five Year Plan”.

Shenyang Institute carried out its pesticide R&D and development including herbicide, pesticide, germicide & intermediate synthesis, preparation processing, pesticide biological test, pesticide safety evaluation and technology standardization, etc. At the same time, Shenyang Institute carried its dyestuff products R&D including dyestuff, organic dyestuff & intermediate synthesis, textile printing and dyeing auxiliaries, dyestuff application and processing and technology standardization, etc.

In addition, configured with the major subjects, there are also auxiliary subject research rooms involving chemical engineering, physical and chemical analysis, instrument automatization (including computer application), environment engineering, chemical designing, etc. Meanwhile, there are also a series of experimental instruments such as nuclear magnetron, infrared, X-ray diffraction, element analyzer, chromatograph mass spectrometer, laser particle analyzer, ultraviolet spectrometer, high performance liquid chromatographic mass spectrometer, gas chromatographic mass spectrometer, light and weather fastness test apparatus, spectral photometer, etc.Currently, Centering in pesticide, dyestuff and other fine chemical products R&D, Shenyang Institute has established a full range of synthetic R&D system with sound technological foundation, fine precision equipments, and advanced means of scientific research.

Shenyang Institute is located at the southern end of Shenyang, which is on the northern bank of Hun River and covers an area of about 250,000 m2with the floor space of nearly 100,000 m2. Shenyang Institute has a pesticide base in the suburban area Yuhong District, covering an area of 80,000 m2with the floor space of 15,000 m2. The base was constructed in 1986 supported by United Nations Development Program (UNDP) and United Nations Industrial Development Organization. It mainly deals with pesticide safety evaluation and biological detection, which is the essential sector of new pesticide innovation R&D. For over a decade, Shenyang Institute continually enhanced the investment input. The safety evaluation center has been expanded its business scale from pesticide safety evaluation to medicine safety. Moreover, with the construction and effective operation of National Pesticide Engineering Research Center, the pesticide base has been developed into a multifunctional and synthetic new medical development system.

During recent ten years, Shenyang Institute has not only speeded up the technological transformation, but also accomplished significant economic and social benefits through initiating a wide range of horizontal integration involving scientific research, production and operation.

In 1999, Shenyang Institute was transformed into a scientific and technological enterprise from a public service unit. Its high-tech industry has developed rapidly since then. The experimental factory of Shenyang Institute is selected as a high-tech enterprise of Liaoning Province and the high–tech industrial base of the experimental factory is named as “Shenyang New Pesticide Industrial Park” by the government.The experimental factory of Shenyang Institute has passed ISO 9001: 2000 Quality Management System Certification and GB/T 28001 Professional Health and Safety Management System Certification. Currently, the factory has already produced over 20 high-tech products, all of which are latest pesticide products such as herbicide, germicide and pesticide with the features of high efficiency, low toxicity and broad-spectrum.

In order to expand industrial scale and obtain greater economic and social benefits, Shenyang Institute is making investment and constructing new production base of fine chemical products in Xihe River Economic Development Zone of Shenyang.
