In November 1998 Mr. Luo became the Vice President of Sinochem and later resigned due to working as the General Manager of Sinochem International Co., Ltd. In July 2001 he resumed the position as Vice President of Sinochem and became the Director of Sinochem Party Discipline Examination Team.

Over the more than 20 years of working for Sinochem, Mr. Luo once worked as the General Manager of the Planning Department of Sinochem, General Manager of the Rubber branch of Sinochem International, Standing Deputy General Manager of China Foreign Economy and Trade Trust & Investment Co., Ltd, General Manager of Sinochem Asia Group, Director of Sinochem South Korea Rep. Office and General Manager of Business Development Department of Sinochem. As the General Manager of Sinochem International, he successfully promoted the listing of the company in the A share market of Shanghai. At present, Mr. Luo is in charge of the HR, legal affairs, administrative affairs and Jinmao Group of Sinochem. He is also the chief legal consultant of Sinochem, Chairman of Sinochem International and Chairman of COSCO Real Estate Company.

Mr. Luo graduated from the Department of Economics of Xiamen University.
